KOICA carries out studies in Baku

The Korea International Cooperation Agency (KOICA) dispatched a group of experts to conduct the on-site survey for the Establishment of Educational Center for e-Government in Azerbaijan.

The project is implemented within the framework of KOICA Grant Project.

The goals of the visit included studying current e-government status, training framework for government officials, analyzing legal framework regarding trainings for government officials, studying training process and courses, collecting information related to government`s training program and plan.

Deputy Minister of Communication and Information Technologies Elmir Velizadeh received the delegation on December 17.

The parties agreed to make efforts for successful implementation of the project and emphasized that this project will contribute to IT capacity building of civil servants and to development of e-government system in Azerbaijan.

The Korean experts also met with the Task Force Team, which had been formed by the Communication and Information Technologies Ministry to facilitate the implementation of the project.

The timetable and work scope of the project, as well as possible project sites were discussed during the meeting.

The experts requested their Azerbaijani counterparts to provide the necessary information, such as the background and current status of trainings programs for public officials, list of responsible persons in every regional project site, related statistical data, etc.

The KOICA experts are also expected to visit the education center of the Ministry in Baku and one of the regional education facilities in order to get acquainted with the future project sites.

The Grant Arrangement between the Korean government and the Azerbaijan government on the Establishment of Educational Center for e-Government in Azerbaijan was signed on April 18, 2013.

The 2-year grant project with the budget of $ 3.7 million is conducted by the KOICA and aimed at establishing the Education Information System for training the government officials and providing the online educational service to facilitate e-government in Azerbaijan, supporting the establishment of central and regional e-government education center by supplying information technology equipment.

The project is expected to contribute to the human resource development of Azerbaijan government officials and promoting ICT and e-government competencies by sharing the know-how of Korean technology and development experience.

KOICA is engaged in implementing the Korean government's grant aid and technical cooperation programs. The agency has 43 representative offices in partner countries.
