Azerbaijan drafts long-term energy saving plan

The Energy Ministry of Azerbaijan is currently developing a national plan for 2014-2020 to improve energy efficiency nationwide, head of the ministry's investment department Ramiz Rzayev said on December 13.

Rzayev said up to 40 percent of energy resources consumed in Azerbaijan can be saved.

That means the efficiency of energy consumption in the country is not yet at an acceptable level, Rzayev said while speaking at a conference titled "Energy efficiency in buildings of public procurement".

The conference was organized by the OSCE Office in Baku and the Centre for Strategic Studies (CSS) under the President of Azerbaijan.

In his remarks, Director of CSS Farhad Mammadov said the energy sector is on the focus of Azerbaijan.

The country pays special attention to the development of alternative energy resources. However the population is not paying enough attention to energy efficiency issues, he said.

Mammadov also noted CSS will continue holding further events to highlight the issue.

Attending the event Head of the OSCE Office in Baku, Ambassador Koray Targay said energy efficiency is one of the main components of a sustainable energy policy.

He noted OSCE Office in Baku supports the integration of energy efficiency provisions in public buildings in Azerbaijan and stands ready to support the relevant state agencies in the country in developing their institutional capabilities and infrastructure to achieve energy efficiency excellence.

The conference is aimed to provide methodological guidance in improving the integration of various energy efficiency policies in public buildings, in line with international standards.

Leading national and international experts will present practical initiatives in the field of energy efficiency and address opportunities and challenges related to decreasing Azerbaijan's energy intensity.

The OSCE Office in Baku and CSS will present their joint research findings, which introduces a road map of policy guidelines on energy efficiency in Azerbaijani public procurement, focusing on construction of new buildings.

The road map presents key tasks and possible tools for decision makers and stakeholders. It also provides advice on compliance tools and identifies needs for further technical assistance, including discussion on a cost-optimal level of minimum energy performance of buildings and building elements.
