Real estate purchase and sale to come online in 2014

Real estate purchase and sale in Azerbaijan will be available in electronic form in 2014, the deputy chairman of Azerbaijani State Committee on Property Issues said on November 27.

Rafig Jalilov said this will be possible once the development and deployment of a unified and digital cadastral information base, which is scheduled for late 2014, is complete.

The first stage of the development process will be launched next January, he said.

"Citizens will be able to contact notary organs. Notary offices will be able to access our electronic database in real time and conduct the purchase and sale operations," Jalilov said.

Another innovation is expected to be introduced in the first quarter of 2014.

"Citizens who want to get a statement regarding secondary residences will also be able to do this at the notary offices. Appealing to the notaries, citizens will be able to issue an appeal and pay the required fee. Thus, notary authorities will send documents in electronic form to the territorial administration of the State Committee," he said.

"In the future, citizens will need to come to their territorial administration only once to get the ready certificates," Jalilov added.

The initial registration of real estate in electronic form will also be available later, Jalilov added.

A number of ICT events have been organized this year in Azerbaijan, a country with a developing ICT sector. 2013 was declared the Year of ICT in the country.

At present, there are e-government portal functioning in Azerbaijan from early 2012 which combines all government agencies. In the first nine months of this year, 148 e-services of the portal were used more that 78,000 times.

Some 142.6 million manats ($182 million) were invested in Azerbaijan's ICT and postal communication sectors in the first nine months of 2013.
