Azerbaijan, EU announce joint twinning project

The Taxes Ministry and the European Union (EU) announced their joint "Support of Azerbaijan's Taxes Ministry in the field of human resource development" twinning project.

The implementation of such projects is a tangible outcome of the policy of modernization and effective cooperation with the EU under the leadership of President Ilham Aliyev, Taxes Minister Fazil Mammadov said during the presentation of the project on September 24.

"Our ministry focuses on the improvement of tax legislation and administration," he said. "We bring them in accordance with international and European standards by pressing ahead with international experience on a regular basis. Realization of large projects including AVIS, introduction of electronic declarations, VAT deposit account, electronic invoices, e-registration, e-auditing, mobile signature in recent years well demonstrates our activity. All of these projects are based on high technologies."

Mammadov noted that all activities are carried under the strategy for human resource development of the Ministry, which was approved in 2004. He added that the measures to ensure the sustainable development of human resources will be held in the future as an adequate response to the rapidly changing challenges in taxes field.

"Introduction of methods of intellectual data analysis, building partnerships with taxpayers, independent decision making are required for proper work. Preparation of a long-term strategy for the development of human resources is vital to achieve these goals," Mammadov said.

He expressed his hope that the twinning project will create new opportunities for cooperation with the tax administrations of France and Spain, given the peculiarity of the EU twinning program.

The new "Support of Azerbaijan's Taxes Ministry in the field of human resource development" twinning project is compatible with the ministry's strategic plan, head of the European Union delegation in Azerbaijan, Malena Mard, said during the presentation.

She noted that the project plays a fundamental role in cooperation between Azerbaijan and the EU. "Model for optimal management of taxes services is currently being developed. Concrete steps in this regard will be taken from the early 2015," Mard said.

The project will be realized within two years.
