Azerbaijan ramps up industrial investment in landmark 2026 budget
More than 17.1 billion manat, or over 41% of all government spending, is directed toward social expenditures. In practical terms, this means that nearly half of every manat spent next year will support social protection, pensions, welfare programs, and services that directly affect household livelihoods. This level of investment reflects a long-term upward trend. Social spending has more than doubled over the past seven years, rising from 7.8 billion manat to over 17 billion. The government’s approach illustrates a fundamental recognition: social stability and human capital are becoming the main levers of economic resilience at a time when Azerbaijan is reducing its reliance on hydrocarbon revenues.
