Russia, Kazakhstan to define ownership of technical oil in disputable pipelines

The question of ownership of disputable technical oil, which is needed to maintain pressure in the pipelines of Russia and Kazakhstan, will be regulated by an intergovernmental agreement, the Parliamentary Newspaper reported on May 30.
The document was ratified at the plenary session of the Federation Council of the Russian Federation on May 30.
The matter is that after collapse of the USSR and separation of oil pipelines, the issue of determining ownership rights for 62,000 tons of oil reflected on the balance sheet of Transneft PJSC in the"Tuymazy-Omsk-Novosibirsk-2" (TON-2) oil pipeline in the territory of Kazakhstan and 141,700 of oil reflected on the balance of KazTransOil JSC in the Omsk-Pavlodar oil pipeline in the territory of Russia remained unresolved.
According to the document, presently, the sides acknowledge that oil in both pipelines is identical in quality characteristics. In addition, 62,000 tons of oil in the Omsk-Pavlodar pipeline belongs to Transneft PJSC, 79,200 tons - KazTransOil JSC and 62,000 tons in the TON-2 oil pipeline to the Kazakh side.
After the deal takes effect, within 10 days, the parties must ensure the expulsion of 79,700 tons of oil belonging to KazTransOil JSC from Russia to Kazakhstan via the Omsk-Pavlodar oil pipeline.
