Parliamentary election campaign to commence late August

Azerbaijan is preparing to hold the next parliamentary election in November 2015 to form a new composition for the supreme legislative body of the country.

The election campaign will begin by the end of August, Mazahir Panahov, the chairman of the Central Election Commission, told reporters on August 21.

“The similar workshops will be conducted for the members of the precinct election commissions,” Panahov said.

Political stability is the main condition for holding democratic elections, and Azerbaijan has no problem in this regard.

"From the socio-political point of view, Azerbaijan is one of the most stable countries not only of the region but also the world," Panahov said.

The second condition required for democratic elections is a legal framework.

“The Electoral Code of Azerbaijan, developed jointly with the Council of Europe, plays a special role as such an instrument,” Panahov said. “Therefore, the country has taken the necessary steps to establish a legal framework for democratic elections.”

Azerbaijan, as a country is devoted to democratic principles in the international arena, has always created conditions for all international institutions showing an interest for the election. The government takes necessary measures for transparency in elections both to institutions and the public.

“Prerequisites for international observers will be set up this time as well," Panahov said. "Azerbaijan has taken the necessary steps for transparency in this sphere, and cameras have been installed on 20 percent of polling stations. Since the beginning of the election, their work can be observed online anywhere in the world.”

In his remarks Ziyafat Asgarov, the first deputy chairman of the Azerbaijani Parliament, said Azerbaijan should set an example for conducting parliamentary elections at the highest level.

He stressed the importance of a thorough study and understanding of the norms and principles of suffrage by all members of election commissions, including the chairmen of district electoral commissions.

Zeynal Nagdaliyev, the deputy head of the Presidential Administration of Azerbaijan and the head of the department on work with regional bodies and local self-government bodies, said that equal conditions should be created for all political parties upon the president’s instructions.

"The indoor and outdoor sites were allotted in each of the 125 constituencies,” he said. “This will be announced during the campaign period."

Police authorities of Azerbaijan will ensure safety during parliamentary elections and prevent all violations of the voting process in the framework of the law, Deputy Interior Minister Oruj Zalov noted.
