36.3 percent of state agencies employed young people

The next meeting of the Social and Economic Commission in Azerbaijan, consisting of the representatives of the Labor and Social Protection of Population Ministry, Trade Unions Confederation and the National Confederation of Entrepreneurs (Employers') Organizations of Azerbaijan was held on November 21.

The Minister of Labor and Social Protection of the Population Salim Muslumov, speaking at the meeting, noted that has prepared new amendments to the Labor Code. The minister said that the amendments are aimed at the development of social partnership, clarification of imperative and dispositive norms, grounds and rules for the termination of labor contracts, and the elimination of certain gaps and collisions.

"Documents of a civil-law character do not give grounds for registration of labor relations, therefore one of the goals of amending the Labor Code is to clarify the concept of labor relations," he said.

Muslumov noted that one of the issues raised in the agenda of the meeting is related to the project aimed at creating opportunities for youth to work on subsidized basis:

"The main objective of the active employment measures undertaken by the Ministry is to ensure the efficient employment of young people. In the first ten months of the current year, nearly 15.900 or 36.3 percent of those employed by state employment agencies were employed, more than 1.800 people or 57.4 percent of youth were employed in vocational training and additional training courses.”

Deputy Minister Idris Isayev informed about the organization of the international conference in Azerbaijan on the implementation of the UN's 8th Sustainable Development Goal and discussed the issue.

The economically active population of Azerbaijan in 2018 is forecasted at the level of 4.84 million people, of which 1.56 million will be employed, and the average salary in the country will be about 550 manats ($323).

Roughly 31,300 people got new jobs in January-May 2017 while the number of labor contracts concluded increased by 21,350 during the mentioned period of time.

Over the year 2017, the number of people, who turned to employment agencies for work dramatically decreased. The measures taken to increase the level of employment, which are realized within the framework of the ongoing economic policy can be considered as the main reason. Some 69,250 people applied to the employment agencies in January-May 2017, whereas the index was 141,600 people in the same period of 2016.
