Constitutional reform submitted to Kazakh Parliament

Kazakh President Nursultan Nazarbayev put the constitutional
reform for consideration of the Parliament at the joint meeting of
the Parliament’s chambers March 3, the presidential press-service
said.
The reform envisages amendments to 23 articles of the constitution
which will allow transferring some powers from the president to
parliament and government.
The president reminded that the constitutional reform project was submitted to the nationwide debate, and have been intensively discussed for a month.
“The people said their word and supported the modernization of the state power system,” Nazarbayev said.
Nazarbayev noted that the constitutional reform will significantly strengthen the parliament's role in public affairs, and in the formation of the government, in particular. Moreover the government will become more independent and get powers in economy management. In addition, the constitutional basis of the law enforcement and judicial systems will be modernized. The constitutional control system will be strengthened and the constitution will guarantee immutability of Kazakhstan’s independence, unitary, territorial integrity and the form of government.
Meanwhile Nazarbayev stressed that Kazakhstan will retain the
presidential form of government.
The constitutional reform was proposed by Nazarbayev in January.
The president stressed that the reforms will create stability in
the country’s political system for many years to come and an
efficient mechanism to respond to modern challenges.
