Car registration rules for foreigners changed

Azerbaijan has changed vehicle registration rules for foreign citizens in accordance with a decision by the Cabinet of Ministers.

The Cabinet made amendments to the “Regulations on holding as provided of the state registration and posting to the accounts of motor vehicles and their trailers”.

Under the changes, the vehicles of foreigners and stateless persons permanently or temporarily residing in Azerbaijan, as well as representative offices and branches of foreign legal entities are registered under the usual terms.

Major changes were made to the third part of the regulation related to the registration of vehicles belonging to diplomatic missions, international organizations with the status of a diplomatic mission, and diplomatic staff and their family members.

In accordance with the changes, diplomatic missions and consulates and international organizations with the status of a diplomatic mission functioning in Azerbaijan, as well as their diplomatic personnel and family members, must register their service and private vehicles with the Azerbaijani Foreign Ministry. These vehicles will be issued a certificate of registration and a “D” series state license plate.

The administrative, technical, and service personnel of these missions are issued “T” series state license plates, while the vehicles of honorary consulates are issued with “FK” series state license plates.

In addition, subparagraph 9.2 on the issuance of yellow colored state registration plates to vehicles of foreigners, foreign legal entities, and joint ventures with foreign participation was excluded from regulation.

Foreign citizens can drive vehicles in Azerbaijan using valid driver’s licenses issued by authoritative bodies of foreign states with respect to international standards.
