Azerbaijan toughens legislation covering foreign NGOs’ activity

Azerbaijan toughens rules relating to the activities of representative offices and branches of non-governmental organizations (NGOs) of foreign countries.

The Parliament reported that a number of changes are proposed to be made to the Law "On State Registration and State Register of Legal Entities" due to it, Trend reports.

According to the amendments, any foreign NGOs will be allowed to open only one agency or branch in Azerbaijan.

Also, the agency or branch of foreign NGOs operating in Azerbaijan must indicate their legal address, scope of activities and powers of the head of the institution in the regulation, submitted to the relevant body of local executive authorities.

The agency or branch of a foreign NGO operating in Azerbaijan must indicate the tenure of the governing party among the documents submitted to the appropriate body of local executive authorities.

The head of the representative office or branch of the foreign NGOs operating in Azerbaijan must also submit a document on appointment of a deputy to the appropriate body of local executive authorities. This document should contain full information about the deputy.

Moreover, the representative or branch of a foreign NGO must provide information on its tasks, guidance on their performance, suspension of the activities or the restoration as well as on land issues of the institution to the appropriate body of local executive authorities.

The project was submitted to the Parliament.
