Separate insurance system for unemployed may appear

Creation of a separate insurance system for unemployed citizens was proposed during a meeting of the Cabinet of Ministers on the results of the country’s socio-economic development in the first half of 2015 and the objectives for the future.

This offer was made by Salim Muslimov, the Minister of Labor and Social Protection of Population, to reduce the level of unemployment in Azerbaijan.

Muslimov highlighted Azerbaijan’s successful policy in creating a modern infrastructure, a robust economy, and opening new jobs, all of which have led to a drastic drop in the unemployment rate over the past 12 years.

The policy, implemented upon the presidential decree, reduced the rate of country's unemployment rate to 5 percent, at a time when the unemployment is growing in Europe, having reached 9.6 percent in May of this year

The measures to ensure active employment, carried out over the last six month, provided 13,700 people with adequate work. Generally, 27,700 people applied for the employment services during this period.

Muslimov added that 650 people were provided with jobs after attending job fairs organized by the Labour Exchange in Azerbaijan during the first half of 2015.

The minister noted that 2,120 people were registered as unemployed, unemployment benefits were provided for 2,320 people, and roughly 1,800 people took training courses and received additional education during this period.

Furthermore, the unemployment rate is at 13.5 percent for Azerbaijani youth aged 15-24. This figure is quite low in comparison to the European average, where youth unemployment stands at 20.6 percent. As a result, Azerbaijan is on the UN list of countries leading in youth employment.

The International Labor Organization included Azerbaijan in a list of 41 countries that have a comprehensive legal framework and practical work experience in the field of effective youth employment.

The minister also expressed the need for the creation of special projects to increase youth employment, as well programs that provide young people with skills that are in demand by the labor market.

Moreover, the minister suggested liquidating public employees engaged in social services and to hand over hospital services to private sector at the meeting.

Currently, hospital services are provided to 1,182 patients in 9 medical care institutions, added Muslimov. 12,853 patients are receiving mobile medical services from 1,277 employees.

Muslimov said that if the president approves this offer, then the ministry will make amendments in the existing legal framework as soon as possible.
