Deputy Minister: About 75pct of tax revenues fall on non-oil sector

About 75 percent of tax revenues in Azerbaijan in January-May 2017 fell on non-oil sector, said Deputy Minister of Taxes Ilkin Valiyev at a presentation on innovation in tax administration on June 16.

He noted that in general, tax revenues for this period compared to 5 months of last year increased by more than 4 percent, further adding that this includes proceeds from all sources, including non-cash transactions.

Tax revenues to the state budget of Azerbaijan reached almost 2.83 billion manats ($1.7 billion) in January-May 2017, which is 4.7 percent more than the forecast.

The Ministry of Taxes predicts revenues in the amount of 7.51 billion manats ($4.4 billion), or 46.2 percent of the total budget revenues..

With respect to e-services, he said that already more than 10,000 taxpayers in Azerbaijan present an invoice in electronic form, which means 50,000 transactions within a month.

The Deputy Minister reminded that from April 1, 2017 VAT [value-added tax] payers with turnover of more than 200,000 manats ($117,500) a year, should submit an invoice to the tax authorities electronically.

To compile an invoice, the taxpayer needs to go to the "online clerical work and e-tax invoice" (e-VHF) section on the website e-taxes.gov.az and select the "electronic invoice" section (e-Qaimə). Then it is necessary to specify the necessary data, draw up a document and send it to the department.

The same operations can be carried out by the taxpayer in offline mode with the help of special software "eFP 1.1.3", which can be downloaded on the website e-taxes.gov.az.

The invoice, prepared by means of software, is undersigned by the client programs "E-imzalayıcı" or "Asan DOC". These distributions are available for download at the e-imza.az and asanimza.az page.

Currently, the Ministry implements 60 types of electronic services.

Activities under the improvement of tax administration in the country include realizing a VAT deposit account, electronic tax invoices, an electronic correspondence system between tax authorities and taxpayers, a system for electronic payment of taxes, integration with banks in real time mode, etc.
