Launch of digital services on welfare payment to be completed in Azerbaijan before 2019

Work on the launch of digital services relating to the payment of welfares are currently underway and likely to be completed during this year, Sahil Babayev, Labour and Social Protection Minister of Azerbaijan, told reporters.

He made the remarks at a meeting with a first citizen who had been assigned a digital-form pension.

The minister noted that the main task is now to gather together the information on 500,000 citizens receiving benefits.

Speaking about DOST centers (sustainable and urgent social protection) established under the Ministry of Labor and Social Protection of Population, the minister noted that legal, institutional and organizational work has already been completed, and the rules for the operation of these centers have been approved.

“Repair works in the building that will accommodate the first centre are being completed,” the minister said.

He added that the main purpose of creating these centers is to minimize contacts between a citizen and a ministerial official.

“This is a single system through which citizens can use the 124 services provided by the Ministry. It is planned to provide all services on a free-of-charge basis,” he concluded.

It should be noted that DOST centers are created to provide a significant part of state social services (labor and employment, types of social security, pensions, social insurance and other services) through operational, simplified procedures. As many as 31 DOST centers in Baku and regions of the republic will be created by 2025.

Two million manats will be allocated to the Ministry of Labor and Social Protection of the Population from the Azerbaijani President’s reserve fund, envisaged in the 2018 state budget, to implement measures to organize the activity of the DOST under the Ministry of Labor and Social Protection, establish DOST centers, and improve services rendered to citizens in the field of employment, labor and social protection.

Opening of the first DOST center is planned in Baku, as the biggest number of appeals are registered annually in this city, and in the future the number of centers will increase.

Proactive services will be provided to citizens in DOST centers. Citizens of the country will be notified in advance of the right to use these or other services through digital systems or use of social security in the centers (pensions, benefits, social assistance, etc.)

The notification will be sent to e-mail and messages. That is, a citizen, without going anywhere, for example, can get information about the availability of the right to receive a pension or social benefit.

Persons can also be notified in a proactive way about the result of assessing their disability.
