Russia ‘most active’ in Karabakh settlement: envoy

MOSCOW – Russian Ambassador to Azerbaijan Vladimir Dorokhin has said Russia is "the most active" contributor to a settlement of the Armenia-Azerbaijan conflict over Nagorno Karabakh.

"Of the three OSCE Minsk Group co-chair countries [brokering peace talks], only Russia’s president is personally addressing this issue," Dorokhin told reporters on Wednesday. He added that Moscow’s efforts are being made with the coordination and support of the United States and France, the other two co-chairs of the Minsk Group.

Dorokhin noted that Russia "senses particular responsibility" for Karabakh settlement and "will be further realizing it in specific affairs."

"We have a chance, an exclusive potential that stems from our special relations with the two conflict parties, and we consider it our moral and historical obligation to avail of this chance," the ambassador added.

Azerbaijan and Armenia fought a lengthy war that ended with the signing of a cease-fire in 1994. Armenian armed forces have occupied over 20 percent of Azerbaijan's internationally recognized territory since then. Years of peace talks have been largely fruitless to date.
