The parties are expected to sign a number of documents during the visit, including a joint declaration to establish the "Southern Energy Corridor".
On Friday, Barroso is due to hold a meeting with Prime Minister Artur Rasizada and then deliver a lecture on EU-Azerbaijan relations at a state university. He will head to Turkmenistan on the same day.
