Russia offers principles to resolve conflicts without use of force
Common principles on resolving crisis situations in the OSCE member countries should be developed to avoid military confrontation, Russian Foreign Minister Sergey Lavrov has said.
"Only such principles will allow to avoid the military solution scenarios such as the adventure we faced in Georgia last August," Lavrov told an OSCE Ministerial Council meeting in Athens on Tuesday.
French Foreign Minister Bernard Kouchner called for settling the Armenia-Azerbaijan Upper (Nagorno) Garabagh conflict. He said there are substantial grounds to resolve the Garabagh and Transnistrian conflicts, urging the Azerbaijani and Armenian foreign ministers to reach agreement and reflect it on paper.
US Deputy Secretary of State James Steinberg said Washington’s efforts through the mediating OSCE Minsk Group contributed significantly to the stability between Azerbaijan and Armenia. "As one of the co-chairs of the Minsk Group, the U.S. intends to seek a final settlement of the conflict, which will provide long-term stability and economic growth in the region."
Goran Lennmarker, the OSCE Parliamentary Assembly’s Special Representative on Upper Garabagh, opined that the conflict could be settled as early as in 2010.
"Taking into account the intensifying talks between Azerbaijani and Armenian leaders, one can expect positive results in the nearest future," Lennmarker said.
The OSCE PA envoy also said he plans to pay a visit to the South Caucasus region in January, during which discussions will be held with Azerbaijani, Georgian and Armenian leaders on "frozen" conflicts in the region.*
