President of Azerbaijan Ilham Aliyev on November 7 signed a decree on measures to improve the disaster management in the country.

The decree states the creation of the State Service for Control over Small Capacity Vessels and Water Rescue on the basis of the State Directorate for Small Capacity Vessels and the State Water Rescue Service. The Service was established for improving the management over water rescue and ensuring the safety of movement of small vessels.

Under the decree, the Ministry of Emergency Situations was requested to submit the draft provision of the Service to the President within two months.

The Cabinet of Ministers was mandated to prepare and submit to the President within three months the proposals on bringing the existing legal and regulatory acts in correspondence with the decree, to ensure bringing the legal and regulatory acts of the Cabinet of Ministers into line with the decree within three months and to inform the President, to control bringing the legal instruments of the central bodies of Executive Power in accordance with the decree and to inform the President about the course of implementation within five months, as well as to resolve other issues arising from the decree.

In addition, the Ministry of Justice was tasked with bringing legal instruments and normative acts of Central Executive Power bodies in compliance with this decree and to inform the Cabinet of Ministers.

Along with protection of people in water basins and security of smaller vessels’ operations, Azerbaijan’s Ministry of Emergency Situations protects population from natural and man-made disasters, in civil defense, prevents emergency situations, conducts fire security, safety in construction, etc.
