Under the instructions of President of Azerbaijan Ilham Aliyev, the State Committee for Refugees and IDPs organized a visit of foreign diplomatic representatives accredited in Azerbaijan, heads of international organizations and media representatives to the district of Tartar.

During the trip, diplomats and media representatives will familiarize themselves with conditions created at a newly built multi-storey residential complex for 1,170 IDP families in Tartar, and view the newly reconstructed Maraga-150 monument in Shikharkh village, which exposes the territorial claims of Armenia against Azerbaijan.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.
