Chamber of Accounts can expand activity area
By Sara Israfilbayova
The Chamber of Accounts of Azerbaijan was proposed to send materials on the revealed violations of an administrative and criminal nature to the relevant executive authority and the Prosecutor General's Office.
The corresponding proposal is reflected in the amendments to the law "On Chamber of Accounts", discussed at a meeting of the Parliamentary Committee on economic policy, industry and entrepreneurship on September 15.
Earlier, the Chamber of Accounts provided materials only to the Prosecutor General's Office and sent materials only on offenses of a criminal nature.
The Chamber carries out 31 control measures in the first half of the year, 14 of which revealed cases of violation.
Audits of the Chamber in the first half of the year covered funds in the amount of 605.5 million manats ($356.18 million), of which 402.6 million manats ($236.82), or 66.5 percent, accounted for state budget expenditures, 88.3 million manats ($51.94 million) [14.6 percent]-for extrabudgetary funds and 114.6 million manats ($67.41 million) [18.9 percent] - income from their activities.
Based on the results of the inspections conducted by the Chamber in the reporting period, the state budget of Azerbaijan refunded 4.76 million manats ($2.8 million) and $13,400. Another 122,600 manats ($72,120) were returned to extrabudgetary funds.
The Chamber’s mission is to conduct objective and impartial audits to help improve the performance and management of audited bodies and promote accountability, thus ensuring the most economic, efficient and effective use of Azerbaijani resources.
Chairman of Chamber of Accounts of Azerbaijan Vugar Gulmammadov previously noted that the Chamber has started to develop a new strategic development plan for 2018-2020.
He said that the Chamber will try to identify specific goals, as well as the criteria, by which it will be possible to assess the extent to which these goals are achieved, Trend reports.
"We try to expand the scope of public funds related to control activities. For example, from 2014 to 2016 this figure was 3.5 billion manats ($2.06 billion), 4.2 billion manats ($2.5 billion) and 5.6 billion manats ($3.3 billion), respectively. Our goal is to achieve a minimum (50 percent) in the extent of the state budget's coverage of the control specified in the report on the evaluation of public expenditure and financial accountability (PEFA), and surpass this figure,” Gulmammadov underlined.
