Garabagh mediators awaiting proposals after leaders’ talks
Armenia and Azerbaijan are to submit their proposals on the provisions of the document on Upper (Nagorno) Garabagh conflict settlement that remain to be agreed within the next two weeks, an international mediator has reportedly said following Russia-brokered talks between the two countries’ leaders on Monday.
Yuri Merzlyakov, the Russian co-chairman of the OSCE Minsk Group (MG) brokering the peace process, also said the mediators are expected to visit the region again to hold talks with Armenian and Azerbaijani leaders after the proposals have been made, Armenia’s News.am news website said.
Merzlyakov stressed the importance of the trilateral meeting held between Presidents Ilham Aliyev and Serzh Sarkisian and their Russian counterpart, Dmitry Medvedev, in Russia's Black Sea resort city of Sochi, saying "open and constructive discussions" had taken place.
"The sides highly appreciate the Russian president’s initiative," the MG co-chair said.
Merzlyakov declined to make projections whether or not the ongoing peace talks would result in signing a peace accord this year.
Presidents Ilham Aliyev, Serzh Sarkisian and Dmitry Medvedev met at the Russian president’s residence in Sochi. Further, the meeting continued with the participation of the three countries’ foreign ministers. Russian Foreign Minister Sergei Lavrov said afterwards that the negotiations were prolific, as Baku and Yerevan had agreed the preamble to the OSCE Madrid principles, which is an outline for a conflict settlement proposed by the mediators in 2007. According to him, the sides agreed to revise and update the provisions of the document that were previously deemed unacceptable.
Further, Presidents Aliyev and Sarkisian held discussions with the participation of the MG co-chairs.
The Madrid Document, initially presented by the US, Russian and French intermediaries at the summit held in the Spanish capital, says the Garabagh conflict is to be settled in accordance with both territorial integrity and the right of nations to self-determination. It calls for "the return of the territories surrounding Upper Garabagh to Azerbaijani control." The outline also covered "a corridor linking Armenia to Upper Garabagh" as well as a future determination of the final legal status of Upper Garabagh "through a legally binding expression of will" and the right of "internally displaced persons and refugees to return to their former places of residence."
