Baku Transport Concept to be presented soon

Development of the sphere of public transport, including introduction and use of brand-new technology, improvement of existing infrastructure, as well as provision of a necessary level of supervision in the sphere remain one of the priority areas for Azerbaijan.

In this regard, Baku Transport Agency (BTA) will present a new Baku Transport Concept by the end of September 2016, Nurida Allahyarova, PR Manager at the agency told Trend.

Development of the concept, which comprises all issues related to the road traffic and legislature on passenger transportation, has already been completed. The concept also includes certain issues that are not envisaged in the relevant legislation, but important given the modern realia.

“For instance, the current legislature lacks a clause on the rules of conduct between passenger and driver. Most of the appeals are connected with the rude behavior of drivers and stop of busses in inappropriate places. The concept, however, will cover all the issues,” she said.

The concept is aimed at ensuring a comfortable and safe movement of people in taxis and buses, as well as stipulates introduction of certain mandatory rules in relation to bus and taxi drivers.

Allahyarova mentioned that one of the main problems in the sphere is regulation of passenger traffic. The agency is engaged in the preparations of projects on optimization of passenger traffic on different routes. Moreover, the agency has already submitted certain proposals on introduction of changes in working hours in organizations and structures operating in the capital city.

The agency also proposed to change the working hours to solve the problem of traffic jams in Baku.

The agency proposed to start the workday at 08:00 and end at 17:00 instead the current schedule starting from 09:00 to 18:00. The concept also envisages use of a single tariff for taxi services.

Advisor to the Director General at BTA, Mubariz Abbasov, earlier said that the authority is planning to hold a monitoring of the public transport operating in the capital city, stressing that non-serviceable transport facilities will be removed from the city routes.

Being established in December 2015, Baku Transport Agency is empowered to implement a control over the fulfillment of normative acts in the sphere of regular passenger transportation by automobile transport and taxi cars in the administrative area of Baku.

The agency also operates the Intelligent Transport Management Center Ltd, which was withdrawn from Transport Ministry's authority and transferred to the subordination of the Transport Agency after its establishment.
