Kazakhstan appealed to Kyrgyzstan over transboundary water resources
The Kazakh embassy in Kyrgyzstan urged the Kyrgyz authorities to
take immediate measures to resume water supply through Bystrotok
channel in the cross-border area, which was blocked by residents of
the Talas region on July 7.
"The illegal activity which contradicts to the earlier reached
agreements on transboundary water resources and common norms of
international law provoked a lack of water not only in Kazakh
Zhambyl region's Zhualynskiy area but also in the Kyrgyz villages
located lower near the channel," the embassy reported.
According to the embassy, the situation at the interstate water
channel "Bystrotok" contradicts the atmosphere of the Eternal
Friendship Treaty from April 8, 1997 and the Treaty on Alliance
Relations from December 25, 2003 between Kazakhstan and
Kyrgyzstan.
The embassy also urges the Kyrgyz authorities to prevent any
similar activity aimed at unilateral changing of inter-state
channels functioning at the Kazakh-Kyrgyz border.
The residents of Kyrgyz Kara Buura district blocked the Bystrotok
channel flowing towards Kazakhstan on July 7. They demanded to
review the agreement with Kazakhstan from 2001 on the delimitation
and demarcation of borders, ratified by the Kyrgyz Parliament in
2008. According to the agreement, a land site where Kyrgyz farmers
grazed cattle passed to Kazakhstan.
Kyrgyz Deputy Prime Minister Tokon Mamytov met with the residents
of Kara Buura district on July 8 and promised to resolve all issues
concerning disputable areas through the negotiations. Meanwhile,
according to Mamytov, all the land sites owned by Kazakhstan in
accordance with the bilateral agreement will remain within its
borders.
