Uzbekistan to establish Agency for Protection of Consumer Rights
By Kamila Aliyeva
The Agency for the Protection of Consumer Rights is planned to be established in Uzbekistan.
The Chamber of Commerce and Industry of Uzbekistan has published a draft presidential decree “On Measures for Cardinal Improvement of the System for Supporting Business Development and Improving Business Conditions.”
According to the draft decree, the agency will be the sole authorized body and will receive the functions of other state bodies.
In particular, the new agency will receive the functions of the State Committee for the Provision of Assistance to Privatized Enterprises and the development of competition to conduct inspections of the activities of economic entities to comply with the requirements of legislation on consumer protection and advertising.
Functions of the State Tax Committee of Uzbekistan on the implementation of inspections of compliance with the rules of trade and provision of services will also be transferred to the Agency for the Protection of Consumer Rights.
The agency will carry out inspections of the activities of business entities operating in the field of printing.
The document says that the law “On Protection of Consumer Rights” will be developed in Uzbekistan in a new version.
The new system will make it possible to distribute the types of activity of business entities to risk categories. On their basis, the feasibility of including entrepreneurs in the audit schedule will be considered. At the same time, businesses with a low risk category will get rid of inspections at all.
First of all, it is planned to classify companies with a low risk category as those regularly and reliably reporting, as well as timely paying taxes and other compulsory payments.
The document also provides for measures to increase the transparency of inspections, according to which the procedure for maintaining a single list of controlling bodies and their control functions will be determined. The appearance of this mechanism is aimed at preventing cases of initiating and conducting illegal business checks.
Today, there is enough confusing system of checks of businessmen in the country. In addition, the practice of conducting illegal inspections has not been eradicated, and the number of control and supervisory functions of state bodies continues to be significant.
So, for example, now, 40 organizations are performing the audit of business entities, some of whose control functions are duplicated or do not meet the requirements of modern market regulation.
