Armenia continues to hold civilian
An Azerbaijani civilian is being held in Armenia, the Armenian
state body in charge of POWs, missing persons and hostages
said.
Further, Azerbaijan`s State Commission on Captives, Hostages and Missing Persons has confirmed the report. The Commission`s secretary, Shahin Sayilov, said Arzu Eyyubov was captured in the frontline Aghstafa district on February 19 during an incident whose details remain unclear.
In a statement, the agency said, "Talks are underway to negotiate his transfer. Although the Armenian side is spreading false information about ongoing work to return the captive, it continues to hold the Azerbaijani citizen, counter to the norms of international law. If there were a willingness to repatriate him, the process would have been completed within one to two months. But it is still uncertain when Armenia will transfer him."
The Baku office of the International Committee of the Red Cross (ICRC), the group negotiating the transfer of captives, said its representatives in Yerevan are monitoring the conditions of Eyyubov`s detention and his health and holds regular meetings with him.
A spokeswoman for the ICRC office in Azerbaijan, Gulnaz Guliyeva, said ICRC officials had last met with the captive on July 18.
