Garabagh talks deadlocked, Azeri official says
Talks on settling the Upper (Nagorno) Garabagh conflict are
ongoing but "are not underway as planned yet", Azerbaijani Deputy
Foreign Minister Araz Azimov has said, explaining this by Armenia’s
non-constructive position.
He said a certain deadlock emerged in peace talks due to the
Armenian president’s stance on the OSCE Madrid principles, an
outline for a conflict settlement proposed by international
mediators, taken at the presidential talks held in Sochi, Russia
this January.
"Though the leaders of the countries co-chairing the [mediating]
OSCE Minsk Group are paying ample attention to the problem, as far
I know, Armenia is not stating readiness to make any changes in its
position," Azimov said. "To achieve advances, however, there should
be changes in the Armenian stance."
Azerbaijan has stated that it accepts the renewed Madrid Document,
while Armenia has yet to put forth a clear-cut stance on the peace
outline.
Azerbaijan and Armenia fought a lengthy war that ended with the
signing of a cease-fire in 1994, but Armenia continues to occupy
Upper Garabagh and seven other Azerbaijani districts in defiance of
international law. Despite numerous rounds of OSCE-brokered
negotiations, peace talks have been largely fruitless so far and
refugees remain stranded.*
