U.S. responds to Baku’s protest over aid to rebel region
The US government has responded to Baku’s protest note over the provision of financial aid to the self-proclaimed Upper (Nagorno) Garabagh republic by Congress.
In its note submitted to the Azerbaijani embassy on Tuesday, the US State Department reiterated that Washington does not recognize an entity called Upper Garabagh, Elkhan Polukhov, the spokesman for the Azerbaijan Foreign Ministry, said.
"The document says the U.S. side remains committed to the principle of informing the Azerbaijani side in an open and transparent fashion about all programs implemented in Upper Garabagh," Polukhov said.
The US Congress had approved assistance worth $8 million to the self-proclaimed republic for 2010, which sparked outcry in Azerbaijan.
20 percent of Azerbaijan’s territory, including Upper Garabagh and seven adjacent districts, has been under Armenian occupation for nearly two decades. Defying international law, the separatist regime in Upper Garabagh declared so-called independence in 1991, which has not been recognized by the world community.*
