Garabagh negotiators urge `constructivism` in public statements
International mediators brokering settlement to
the Armenia-Azerbaijan conflict over Upper (Nagorno) Garabagh have
called on both sides to be constructive in their public statements
``at this important moment in the negotiating process.``
Assessing the outcomes of their meetings held in the United States,
the co-chairs of the OSCE Minsk Group said in a statement that, as
agreed in Moscow on July 18, they will travel to Armenia and
Azerbaijan to prepare for a proposed meeting between Presidents
Ilham Aliyev and Serzh Sarkisian in Chisinau on the margins of the
CIS summit.
The co-chairs - Yury Merzlyakov of Russia, Bernard Fassier of
France and Robert Bradtke of the United States - met Friday in New
York with Azerbaijani Foreign Minister Elmar Mammadyarov and
Armenian Foreign Minister Edward Nalbandian on the sidelines of the
UN General Assembly. The two ministers and the co-chairs reaffirmed
a commitment to negotiations based on the principles of the peace
process and discussed upcoming visit of the co-chairs to the
region, which is scheduled for October 1.
Also, newly appointed US co-chair Robert Bradtke invited his French
and Russian counterparts, Bernard Fassier and Yury Merzlyakov, and
Andrzej Kasprzyk, Personal Representative of the OSCE
Chairman-in-Office, to Washington on Thursday for consultations.
The co-chairs met with Dr. Elizabeth Sherwood-Randall, Senior
Director for European Affairs at the National Security Council and
Deputy Assistant Secretary of State Tina Kaidanow.
Status quo `unacceptable`
The US administration considers the status quo in the Garabagh
conflict settlement unacceptable, Secretary of State Hillary
Clinton said in a meeting with Minister Mammadyarov.
Clinton reiterated Washington`s readiness to hurry a resolution to
the conflict, according to the Azerbaijan Foreign Ministry.
Mammadyarov noted that reaching a solution to the long-lasting
dispute was possible strictly within Azerbaijan`s sovereignty,
territorial integrity and internationally recognized borders.
The Clinton-Mammadyarov meeting took place on the sidelines of the
UN General Assembly session in New York.
