UN to assist in boosting NGO sector
Azerbaijan`s Council for State Support to Non-Governmental Organizations under the President and the UN Development Program (UNDP) on Thursday signed a project seeking to boost the administration potential of local NGOs. The document was inked by Azay Guliyev, the Council chairman, and Bruno Pouezat, the UN Resident Coordinator in Azerbaijan.
Guliyev said the one-year project, worth about $80,000, is mainly aimed at ensuring sustainable development of Azerbaijan`s NGO sector. To accomplish the goal, it envisions increasing the experience and rendering consulting services to NGOs operating in the region. The project covers 24 Azerbaijani districts and activities involving about 200 local organizations.
Pouezat said in his remarks that the Council was instrumental in the development of civil society in Azerbaijan. He noted that the allocations of budgetary funds to establish and run the organization indicated that the Azerbaijani government was attaching great importance to this process.
The UNDP and the government of Azerbaijan began cooperating on supporting the domestic NGO sector in 1997. In 1999, the National NGO Forum was established. The Forum has set up five regional NGO resource and training centers with UNDP`s financial and technical assistance.
In 2007, the Azerbaijani President enacted decrees approving the NGO Development Concept and the Bylaws of the Council for State Support to NGOs. The Council, which began operating in 2008, is currently assisting NGOs in 15 areas.
