Urban planning is of great importance as the number of population in the cities is constantly increasing.

In six cities of Azerbaijan, an urban planning strategy is being developed to support economic and living conditions in order to reduce the sharp development differences between the regions and the capital and to stimulate the socio-economic development of the regions.

The State Committee for Urban Planning and Architecture is working on drawing up general plans for small and medium cities in Azerbaijan, Deputy Chairman of the Committee Dovlatkhan Dovlatkhanov told Trend.

He noted that the general plans for these Soviet-era cities have been updated by 90 percent, and this process will end in 2019:

"We have already signed agreements with local organizations. They have started to prepare documents for six cities of the republic, Saatli, Sabirabad, Kurdamir, Dashkesen, Shabran and Tartar," he said.

He noted that the state partially finances the construction of facilities in small and medium cities of the country in the present socio-economic situation.

"Public investments focused on the socio-cultural field, the construction of medical, educational, cultural and sport facilities. The private sector invests in the construction of housing and other facilities. Thus, the state creates opportunities for the development of the private sector," Dovlatkhanov added.

He went on to say that the dynamic development of small and medium cities is the priority direction of the state's economic policy as the development of Baku and other large cities.

Urban planning is aimed to ensure the efficient functioning of settlements systems, design, construction and renovation of cities, their socioeconomic, engineering and transport infrastructure, the rational use of natural resources, the purposeful activity of the state in the field of cultural heritage and environment protection.

Planning of roads, public transport, bridges and other similar transport engineering facilities is in the foreground. In general, urban planning and land management are a very complicated process. A number of factors must be considered to make the right decisions: density of population, density of buildings, transport availability, ecological situation, spatial distribution of objects, etc.
