OSCE envoy worried by ceasefire breaches
Andrjej Caspzyk, the OSCE chairman`s special envoy, has expressed deep concern over increasing ceasefire violations on the contact line of the Azerbaijani and Armenian troops.
"Civilian population is affected the most by these violations," Armenia`s Arminfo news agency quoted him as saying after a frontline monitoring held in a village of Azerbaijan`s Gazakh district on Tuesday.
Overall, Caspzyk said instances of ceasefire breaches may persist but he declined to provide a concrete answer to a relevant question.
The two South Caucasus republics signed a precarious ceasefire in 1994 after fighting a lengthy war over the mountainous region of Upper (Nagorno) Garabagh, which is internationally recognized as part of Azerbaijan. However, Armenia continues violating the ceasefire and still occupies 20 per cent of Azerbaijan`s territory in defiance of international law.
