28 January 2009 06:34 (UTC+04:00)
Immigration law to be amended
Changes will be made to Azerbaijan`s Law on Immigration during the upcoming spring session of parliament, a senior lawmaker has said.
Under the supplements, able-bodied foreign nationals at least 18 years of age may apply to an executive authority for permanent residence, Rabiyyat Aslanova, chairwoman of the standing Milli Majlis commission on human rights, told reporters.
Foreigners or persons without citizenship must substantiate their desire to immigrate to Azerbaijan. Thus, their applications have to be supplemented with notarized documents or those endorsed with equal force.
Aslanova said addenda have also been proposed for the Law on State Duties pertaining to migration issues. Under the proposal, the fee for granting or extending permission to foreign nationals for temporary or permanent residence in the country as well as registration and extension of foreign passports or similar IDs is set at 6 manats (about $7). The same fee is to be applied for registration documents of foreigners who have lived in Azerbaijan permanently since the age of 16. It will cost 3 manats to replace the lost documents authorizing a stay in the country.
A total of 3,786 migrants are permanently registered in Azerbaijan, while the number of foreign citizens holding permission to stay for over one month is 54,192.
According to the commission chair, the number of foreigners coming to Azerbaijan has been on the rise in the past years. The government is trying to consistently track down the process of immigration, Aslanova added.
The UN estimates that there are currently over 200 million migrants in the world, or one out of every 35 people. In Azerbaijan, the figure is about 1 million, or one out of every eight people. Moreover, the South Caucasus republic has the highest concentration of internal migrants, as 70% of the migrants in the country are persons who were ousted from their homes as a result of military aggression by neighboring Armenia.
Women account for 48 per cent of migrants around the world, while this indicator is 53 per cent in Azerbaijan.
