The memorandum was signed by Russian Energy Minister Alexander Novak and Deputy Executive Secretary of the UN Economic Commission for Europe Andrey Vasilyev.

The Electric Power Council is an intergovernmental body of the CIS, which was founded in 1992 with the aim of coordinating electric power systems of the CIS countries.
