About 16,000 people in Azerbaijan attracted to paid public labor

Within the framework of the “Ishsizin DOSTu” program of the DOST center of the Agency for Sustainable and Operational Social Security (DOST Agency), about 16,000 unemployed citizens of Azerbaijan are attracted to paid public works on a contractual basis, Niyazi Rahimov, the director of the center said.

He made the remarks at a press conference on the execution of the program, Trend reports referring to the Ministry of Labor and Social Protection of the Population.

Rahimov noted that President Ilham Aliyev pointed out the creation of jobs being one of the priority issues, during his speech at a conference on the results of the implementation of the State Program on socio-economic development of the regions of Azerbaijan in 2014-2018.

The "Ishsizin DOSTu” (friend of the unemployed) program serves the systematic and transparent construction and expansion of the organization of paid public labor. According to Azerbaijan’s Law on Employment, paid public labor is organized for the temporary employment of the unemployed, and these are jobs that do not require initial training and are beneficial to the society.

Paid public labor includes the provision of social services, repairs, beautification, environmental improvement of areas, including gardening, maintenance of parks and public places, among others.

Within the framework of the program, an employment contract is concluded with each person involved in public labor. The contract is executed after registration in the ministry’s electronic information system. The DOST center of the Ministry of Labor and Social Protection of the Population is responsible for the payment of the salaries, the amount of which depends on the nature of the work and the job function. The DOST center also covers the social insurance expenses and unemployment benefits of the employees.

Rahimov said that the funds provided for the implementation of the “Ishsizin DOSTu" program allow for about 30,000 people registered as looking for work or as unemployed being potentially involved in paid public labor.

"About 16 thousand citizens have already been enlisted for these positions in January. The rest will be brought to work in February," Rahimov added.
