Country to introduce innovations in employment sector

It is planned to create a single portal in Azerbaijan that will cover all issues of the employment sector.

Minister of Labor and Social Protection of Population Sahil Babayev said that information will be posted on the portal about vacant places and persons registered as unemployed.

“Through the portal it will be possible to obtain information on vacant places, to apply for vacancies in the employment service bodies, to receive notifications. At the same time, the need to visit persons with physical disabilities employment service centers will be eliminated,” the minister noted.

Earlier, President Ilham Aliyev approved a new Law “On Unemployment Insurance”.

The Law is aimed to establish relations and new financing mechanisms based on a risk transfer in the labor market, compensate lost wages of insured persons and ensure the social protection of the population through preventive measures to prevent the occurrence of unemployment.

The Law is intended to apply to those, whose employment agreements have been terminated due to liquidation of the state authority or legal entity or the redundancy. The Law will not apply to those holding political office.

The insurance will enable the unemployed to get payments over a definite period. In order to be eligible for an insurance payment, the unemployed shall be registered within the State Employment Fund. The amount of payments will be differentiated depending on the length of insurance record and the amount of past average monthly salary.

As of February 1, 2018, the number of economically active citizens equaled to 5.07 million.

Number of employees equaled to 1.5 million people, 880,100 of which are employed in the state sector, 641,200 are non-state employees, according to the State Statistics Committee of Azerbaijan.

As of February 1, 2018, 38,000 people received the status of the unemployed, 36.5 percent of them were women. The average amount of unemployment benefits is 331 manats ($182).

Azerbaijan is one of the ten leading countries declared by the UN on youth employment.

Unemployment rate in Azerbaijan is 5 percent, while the poverty level equals to 5.3 percent.
