Kazakhstan plans to implement PPP projects worth 1.8 trillion tenge

Kazakhstan intends to implement projects under Public-Private Partnerships (PPP) worth 1.8 trillion tenge.

This was stated by the Board’s Deputy Chairman of Kazakhstan Center for Public-Private Partnerships JSC Talgat Mataev at a press conference in the government, Kazinform reported.

“At present, 547 projects amounting to 1.8 trillion tenge are at a stage of the contract conclusion, 18 projects at the level of the republic are being implemented to some extent, the remaining 529 projects are at the regional level,” he said.

The total worth of 18 projects at the republican level amounts to 952 billion tenge and of 529 projects in the regions - over 800 billion tenge, according to the data.

“To date, 116 PPP projects have been concluded in the country, of which three projects are well-known concession projects that were concluded in 2006-2007at the level of the republic. They include the construction of the terminal of the International Airport in Aktau, the Shar-Ust-Kamenogorsk railway and Northern Kazakhstan-Aktobe region power transmission line,” Mataev specified.

The remaining 113 projects were concluded and implemented in the regions, according to the official.

"They are carried out in various spheres and have a social orientation - health care, education, physical culture and sports, housing and communal services, as well as culture," he added.

A public–private partnership is a cooperative agreement between two or more public and private sectors, typically of a long-term nature.

PPP in its various forms is actively gaining popularity in many countries as a tool used to create new infrastructure and provide public services.

Within the approved state program of industrial-innovative development of Kazakhstan for 2015-2019, public-private partnership is defined as a mechanism of rapid industrialization in terms of creation and development of infrastructure projects.
