NGO support body not opposed to foreign donors` aid
Projects being financed by Azerbaijan`s Council on
State Support to NGOs are not impeding non-governmental
organizations` cooperation with foreign donors in any way, its
chairman has said.
Azay Guliyev noted that this is clearly outlined in the Council`s by-laws, therefore no restrictions are imposed.
"In any case, this tendency has to flow in such a way that NGOs` dependency on foreign donors is minimized," Guliyev said.
According to the Justice Ministry, the total budget of local NGOs amounted to some $10 million in 2008. The Council`s assistance accounted for only about $1.5 million, or slightly over 10% of the volume.
Guliyev said his organization`s aid to NGOs would increase this year as the government has raised its budget by 83.3%.
As for the level of donor assistance, he said it was hard to give a concrete answer to that end, but added: "We support furthering the tradition of providing suitable conditions for the activity of donors interested in the development of Azerbaijan and promoting civil society in the country."
Further, Guliyev termed drawing transnational companies to donor activities as important.
"The issue of social responsibility and social partnership is topical in the entire world. From this standpoint, both local and transnational companies should be interested in the development of civil societies."
