State Security, Foreign Intelligence services created

The State Security Service and Foreign Intelligence Service have been created in Azerbaijan on December 14.

President Ilham Aliyev has signed a decree, setting up the two separate services on the basis of the National Security Ministry.

In separate executive orders, the President appointed Madat Guliyev as chairman of the State Security Service and Orkhan Sultanov as chairman of the Foreign Intelligence Service.

The decision aims to increase the efficiency of work of the security services and to improve the structure of public administration.

The services requested to submit to the President a draft regulation, proposals on the structure and number of employees within a month.

The Cabinet of Ministers instructed to ensure the financing of these services from the funds provided in the state budget for 2015 and 2016 to the National Security Ministry, as well as to solve the issues of logistics services.

The National Security Ministry found itself in the center of corruption crimes following the dismissal of Minister Eldar Mahmudov on October 17, in accordance with the president’s decree.

Later, the Prosecutor General's Office set up an investigation group on the facts of abuse of authority and other violations of the law by various officials of the ministry.

Recently, over 250 people have been dismissed from the ministry in connection with them being professionally unfit. In addition, a criminal case was launched by the Prosecutor General’s Office as part of the investigation related to the National Security Ministry.
