IFES drafting changes to election laws
The International Foundation for Election Systems (IFES) is working
on new changes to Azerbaijan`s Election Code, said Dan Blessington,
the head of the IFES Baku office.
The amendments chiefly concern filing complaints and appeals, Blessington said. "We are working with the Central Election Commission (CEC) to ensure introduction of these changes to the Code at the next elections."
Blessington voiced hope that the measure would further improve the country`s electoral legislation.
The IFES representative said that, despite the latest changes, some shortfalls remain in the Election Code. Nonetheless, the country`s current election laws are more advanced compared to those in place in 2005.
In comparing Azerbaijan to other countries, Blessington noted that, even in the United States, problems emerge at times with electoral legislation as "there is no such thing as an ideal election system."
"However, each country should continuously work to improve its election laws. The goal, here, is to find an option that would be the closest to an ideal system," he said.
