Azeri election laws ‘among best in CIS`

15 October 2008 03:04 (UTC+04:00)
Azerbaijan`s Election Code is one of the best in the Commonwealth of Independent States and could set an example for many countries, the CIS mission observing the country`s presidential elections has said.
"The [recent] changes to the Election Code and the Law on Freedom of Assembly fully meet international standards," said Mikhail Krotov, who heads the secretariat of the Council of the CIS Parliamentary Assembly`s (PA) election observation mission.
Seven candidates will stand in the October 15 presidential election. These include the ruling New Azerbaijan Party`s chairman, incumbent President Ilham Aliyev; the leader of the Azerbaijan Liberal-Democratic Party, Fuad Aliyev; the former chairman of the Popular Front Party of Azerbaijan (PFPA) Supreme Council, independent candidate Gulamhuseyn Alibayli; as well as the leaders of the Umid (Hope) Party, Igbal Aghazada, Great Establishment Party, Fazil Gazanfaroghlu, the Whole Popular Front Party of Azerbaijan, Gudrat Hasanguliyev, and Muasir (Modern) Musavat Party, Hafiz Hajiyev.
The main opposition leaders, however, are boycotting the elections.
Krotov said the final report of the CIS PA observation mission would be included in that of the CIS mission.
Svetlana Orlova, the head of the CIS PA mission, said the mission would observe the electoral process in Azerbaijan in compliance with the law. She added that many changes meeting democratic principles had been made to the country`s electoral legislation.
Orlova said Wednesday`s poll was of great importance for Azerbaijan.
She went on to say that the CIS PA observation mission has been conducting election monitoring since August 1 in three Azerbaijani regions – Ganja, Guba and Lankaran.
The mission includes parliament members from Kazakhstan, Moldova, Kyrgyzstan, Ukraine, Russia, Tajikistan, and Belarus, Orlova added.*
