President Aliyev orders to strengthen security on front line

Azerbaijani President Ilham Aliyev has signed an order on measures to provide security on the front line between Azerbaijani and Armenian armed forces.

The president's order came up following the mini-war situation between Armenia and Azerbaijan in late July and early August, when situation on the contact line of Armenian-Azerbaijani troops was sharply aggravated.

Armenian armed forces escalated tension along the front line by attacking Azerbaijani positions since early 2014 that led to the loss of not only the servicemen, but also the civilians who live in the areas located near the front line and Armenian-Azerbaijani border.

President Aliyev ordered to take the necessary measures to strengthen the security in the territories adjacent to the contact line of the armed forces of Armenia and Azerbaijan.

Armenian troops triggered multiple deaths in Azerbaijan as they breach the terms of the ceasefire agreement, ignoring rules and norms of international law.

Several soldiers and residents of Azerbaijan have been taken hostages by Armenian servicemen, while some of them were allegedly killed. Especially, the residents of the villages located near the front line were the main victims of the Armenian bullets.

The residents of border villagers face great difficulties, as constant shelling of their homes hamper their daily lives. The threat of being targeted by the Armenian troops makes it impossible for civilian people to walk in their yards, streets, work in the fields and visit cemeteries. The children can't go to school and play in the yards.

The Armenian aggressors don't hesitate to fire at civilians who live in the villages located near the front line. They frequently wound the villagers in their home or on their farms. A while ago, the Armenian forces killed a resident of the Tartar region while he was fishing.

Armenian troops also target the children. Some months ago, Armenian armed forces injured three children while they were playing in their yard. They recently took teenager Javid Mammadov hostage.

Armenian sabotage and reconnaissance groups have several times attempted to cross the contact line.

President Aliyev's order is aimed to prevent the spread of information on military deployment, as well as the information about the strategic, operative and mobilized location of the military units.

The Cabinet of Ministers was authorized to prepare and present the new version of law "On the military situation" adopted in 1994, including the peculiar qualities of the condition in the territories, where front-line military units are located to the president of Azerbaijan within three months.

The order envisages strengthening the responsibility for the spread of information constituting the state secret in accordance with the law "On the state secret" and coordinating the accreditation and work trips of the journalists to the front-line.

A presidential order directed Azerbaijan's Press Council to organize informational activity in media and to instruct residents not to spread information, which may harm the country's national security.

The presidential administration was instructed to organize explanatory sessions with local residents along the front lines as a reminder the presidential decree stipulated the urgency of not communicating information relevant to the armed forces.

The Defense Ministry was further authorized to adopt measures that would make the work of the press providing information about the situation along the front line.

Armenian armed forces regularly violate the ceasefire. The conflict between the two South Caucasus countries began when Armenia started to make claims for historic Azerbaijani territories in 1988. Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

Armenia's continuing aggressive action along the front line is preventing stability.
