Regional group sends anti-Kosovo appeal to UN
Georgia, Ukraine, Azerbaijan and Moldova have called on the United Nations to ensure observation of their territorial integrity in passing a decision on Kosovo, Azerbaijani Foreign Minister Elmar Mammadyarov said.
The appeal was drafted after a meeting of the Ministerial Council of the GUAM group representing the four countries in Madrid two weeks ago.
All the GUAM states except Ukraine are facing conflicts in their territories.
Deputy Foreign Minister Araz Azimov said that a resolution, "Settlement of frozen conflicts in the territory of GUAM", forwarded to the UN Security Council in September, was an anti-Kosovo document.
"If the UN believes that Kosovo's gaining independence will not be a precedent for the resolution of other conflicts, it should go ahead and vote on this resolution," he concluded.
The UN has administered the ethnically-divided province since a NATO campaign forced out Serbian troops in 1999. Armenians hope for the application of the Kosovo model in Upper Garabagh - an Azeri region occupied by Armenian forces since a 1994 cease-fire ended separatist hostilities. Azerbaijani officials have dismissed the possibility.
