OSCE envoy holds talks in Baku
Special envoy of the Organization for Security and Cooperation in
Europe (OSCE) Heikki Talvitie held a number of meetings as he
started his visit to Azerbaijan on Tuesday.
Talvitie first met with Foreign Minister Elmar Mammadyarov. The two exchanged views on the Armenia-Azerbaijan conflict over Upper (Nagorno) Garabagh.
Talvitie said a number of geo-political factors in the region were adversely affecting resolution of the long-standing dispute. Mammadyarov, for his part, said stability and reliable partnership relations met the interests of each player in the region. He said Azerbaijan would like to see its neighbors as reliable and developing states.
"From this standpoint, stage-by-stage settlement to the Armenia-Azerbaijan conflict is pivotal," the minister said, adding that it was important to persuade Armenia of this.
Azerbaijan`s forthcoming presidential election was discussed as well.
President Ilham Aliyev received Talvitie on the same day. The current state and prospects for cooperation between Azerbaijan and the European security body were mooted.
The OSCE envoy also met with numerous executives of political parties to run for the October 15 election. The discussions that took place without journalists centered on issues regarding the upcoming poll.
Talvitie has acted as special envoy of the OSCE chairman-in-office since January 2008.
