By Aynur Jafarova

The ASAN Service center has started issuing the mobile digital signature "ASAN - imza" in Azerbaijan's Nakhchivan Autonomous Republic, head of the legal affairs department of the Azerbaijani Taxes Ministry Samira Musayeva said on Wednesday.

According to Musayeva, "ASAN - imza" signature can be obtained in the territorial tax bodies of Nakhchivan. In this purpose, the ministry has organized trainings for tax payers.

"The term of obtaining mobile digital signature by tax payers of VAT which was earlier determined by August 1 was prolonged by September 1. In the future, the issue of electronic invoices, as well as conduct of deposit operations with VAT by taxpayers will be implemented by using "ASAN - imza"," she said.

So far, all taxpayers of Nakhchivan have been notified of the importance of obtaining "ASAN - imza" by SMS.

According to Musayeva, in the near future the mobile e - signature will be available for customers of Azerfon (trade mark of Nar Mobile) and Bakcell. The operators have ordered new Sim - cards.

"The total number of distributed mobile e - signatures of the ASAN Service center exceeds 4,500 in Azerbaijan," she added.

The Azerbaijani Ministry of Taxes started applying mobile digital signature services in the country for the first time in early May.

By obtaining business - certificate "ASAN - imza" and certificate "ASAN - imza" for civil servants, the users get certificate of citizen for free. However, if the business - certificate "ASAN - imza" and certificate "ASAN - imza" for civil servants are cancelled, the certificate of citizen keeps its legal force.

The PIN - codes of the SIM - card of "ASAN - imza" are printed on the corpus of the SIM - card and protected with removable layer. For identification of personality, the PIN1 code is needed while the PIN2 code is required only for the signature.

The new platform of the mobile signature center is integrated with the platforms of all three cellular operators of Azerbaijan.

Mobile digital signature may be used on personal and portable computers as well as tablet PCs.

The safety systems used in mobile signatures meet the latest requirements as well as the European guidelines, therefore, the new signature will allow citizens and businessmen to carry out international banking and financial transactions, to establish joint ventures, as well as sign important documents.

Furthermore, foreign nationals were granted an opportunity to obtain the mobile digital signature "ASAN imza" in Azerbaijan from July 8.

Foreign citizens living in Azerbaijan who benefit from the e-government regardless of their stay in Azerbaijan or in any other country can use a variety of electronic services including e-commerce.

The first ASAN Service center issued an electronic certificate and SIM-card for the first time to a foreigner who has the right of permanent residence in Azerbaijan on July 8. This is the first electronic signature issued to a citizen of another country who has the right to reside in the country.

Taking into account the growing number of foreigners living in Azerbaijan, this event is very important.
