Int`l group cites occupied region as independent state
An international group has indicated Upper (Nagorno) Garabagh, an
Azeri region occupied by Armenia, as an independent state.
The website of the European Foundation for the Sustainable Development of the Regions (FEDRE), www.fedre.org, said in the section on Armenia`s Sunik province that the region borders on Iran and the "Upper Garabagh republic".
FEDRE is involved in promoting exchange of information and partnership among regions on the economy, environmental protection and social development. It was founded in 1996 by a chamber of the Council of Europe Congress of Local and Regional Authorities with the support of the European Union and the United Nations.
Azerbaijan`s historical land, Upper Garabagh, was occupied by the Armenian armed forces in 1990s.
