Armenian pullout under discussion: former mediator
A stage-by-stage withdrawal of the Armenian armed forces from the occupied Azeri territories is being discussed in talks on the resolution of the Upper (Nagorno) Garabagh conflict, a former Russian mediator has said.
Vladimir Kazimirov, the former co-chair of the mediating OSCE Minsk Group, said in Yerevan on Tuesday that no tangible advances have been observed in the peace process since the two countries signed a ceasefire accord in 1994 following lengthy hostilities.
Kazimirov, said the key objective at this point was not liberation of the occupied land or determination of Upper Garabagh's status, but keeping sustainable peace on the contact line of the Azeri and Armenian troops.
"The key to settling the Garabagh conflict is preventing a resumption of military action," he said.
Kazimirov, who is known for his pro-Armenian stance, could not but display this in his statement. He said a referendum to determine Upper Garabagh's status should not be postponed for 10-15 years.
