Azerbaijan to call for United Nations convention on IDPs
Azerbaijan intends to offer the United Nations to pass an international convention on internally displaced persons.
The country will put the issue on discussion in October when it for the first time contributes to the work of the UN High Commissioner for Refugees` Executive Committee as its member, said Deputy Prime Minister Ali Hasanov, who heads the state committee for refugees and IDPs.
Up to a million Azerbaijanis were ousted from their homes during the brutal war waged with neighboring Armenia in the early 1990s over the mountainous region of Nagorno Karabakh.
``We will suggest that in case the IDPs` home country is not to blame for the IDP problem, their rights are to be ensured by a relevant international convention or a respective decision,`` Hasanov said.
He also said that determination of the IDPs` status ``requires a sufficient number of legislative acts``. ``IDPs from Nagorno Karabakh were driven out of their native land at Armenia`s fault, but their status is still not considered as refugee status,`` Hasanov added.
