Russia FM says Caspian leaders’ decisions unfulfilled after summit

The decisions of the Caspian littoral states’ presidents have been left unfulfilled after the Baku summit last year, Russian Foreign Minister Sergei Lavrov has said, according to Russia 24 TV channel.

There were two basic decisions - the moratorium on sturgeon fishing and establishing coastal zones within the Caspian Sea's status, Lavrov told a press conference on the Russian diplomacy in 2011.

Regarding the moratorium he said "this was not done, but it was not Russia or Azerbaijan’s fault".

Lavrov said the other agreement concerned the principal consent on establishing coastal zones, which would consist of the areas under the sovereignty of the coastal states and fishing zones.

"We are continuing the consultations," he said. "We have agreed the width of the zones, but it is important to also move forward on other issues, including the right of safe passage for military ships of all littoral states through these zones."

He added that the next summit of Caspian states may take place in Moscow on a date which is yet to be scheduled.

Azerbaijan, Russia and Kazakhstan signed an agreement in 2001 on dividing the Caspian’s northern area into national sectors, with Azerbaijan and Russia each possessing 19 percent, while the Central Asian state received 29 percent. However, the other two coastal nations, Iran and Turkmenistan, did not sign the agreement.

Iran wants all resources shared equally among the five states, even though its coast accounts for less than 14 percent.
