U.S. urges to finalize Karabakh settlement principles

The United States believes that the basic principles in negotiations on settling the Armenia-Azerbaijan conflict over Nagorno Karabakh should be finalized and a comprehensive peace accord drafted as soon as possible, US ambassador in Baku Matthew Bryza has said.

"As it is known, the conflict has no military solution," he told reporters. "The status quo is not acceptable either. Therefore, the negotiations should be sped up."

Bryza said the mediating OSCE Minsk Group’s co-chairs will study ways to revive the negotiating process during their visit to the region that starts on Friday.

Basic principles and issues of concern for Azerbaijan that were mentioned in Kazan -- the Russian city that hosted the Azerbaijani, Armenian and Russian presidents' meeting in late June -- will be discussed during the co-chairs’ visit, he said.

"The recent phone conversation between Secretary of State Hillary Clinton and President [Ilham Aliyev] and a visit by Undersecretary of State William Burns [to Baku] show that the United States is committed to reviving and intensifying the [peace] process as part of the Minsk Group at the highest level possible."

Asked whether the U.S. would support Azerbaijan’s bid for a non-permanent membership in the UN Security Council at Frisday’s elections, the envoy replied that his country never makes comments ahead of voting in the UN SC.
