Baku awaiting proposals from mediators
Foreign Minister Elmar Mammadyarov has said the Azerbaijani government was awaiting proposals from the OSCE mediators concerning further talks on settlement to the Upper (Nagorno) Garabagh conflict.
Mammadyarov said Baku would determine its future steps after the Minsk Group co-chairs met in Vienna on Wednesday.
The minister did not rule out that the US, French and Russian mediators would make proposals on a meeting of the Azerbaijani and Armenian leaders. He said that as before, the presidential talks are to be preceded by discussions on the level of foreign ministers.
"A new minister has been appointed in Armenia, and I am not against meeting him…But the timing and venue of this meeting are to be determined by the co-chairs."
The new Armenian government is currently under formation after the presidential election. Eduard Nalbandian, who previously acted as the ambassador to France, will take the post of foreign minister.
Mammadyarov reiterated that the Azerbaijani side's confidence in international mediators was questioned by the mediating states' voting against the UN resolution in mid-March which demanded unconditional pullout of the Armenian armed forces from the occupied territories.
Mammadyarov reaffirmed Baku's intransigent stance, saying the peace process under way within the Prague process (phased conflict resolution) dwelled upon the country's territorial integrity.
"But there is also the issue of self-determination. It is important for us that the world community undertsands that Azerbaijan cannot accept the second view with regard to the conflict settlement," the minister said.
He added that the recognition of Kosovo's independence decreased confidence in international organizations.
